Europe was very violent for a time because of poverty. In fact Hitler and the Second World War were brought into the picture because of how desperate the people were during early 20th century. America brought Europe on its feet. Latin America has reduced poverty but the region isn't doing it fast enough! I believe the youth needs after school programs to get them off the street and educate them.

It's not like the Latin America is the most violent part of the world. What they are saying is that it is the more violent for young people form 14 to 25. The reason is simple: The drug dealers can't draft older soldiers because the old ones know that the the "carrier" is short.

This is true. Kids start using drugs there very young, before they can mature. It has been proven that kids do not develop compassion for living things until they reach 17 years of age. So when a kid starts using drugs very young they keep their maturity level at the same level that the started, even as their bodies have grown into adult size.
