Another way you can do it: Direct your sim to use the toilet, once he is, do the moveobjects on cheat and move him to the bush. :)

I have a sim video of my sim peeing in a bush too, it isn't a glitch and you can't get them to do it, they automatically do it if they are desperate for the toilet and the toilet is too far away but there are plants nearby ;O

i dunno but he REALLY had to piss that's all i remember. its probably a glitch. XD but a funny as hell one too.
