I really think all Otochun needed to do was combo into super(or just super, I guess) then juggle with upkicks to win the last round after D was dizzied. The only reasons I can think of that he didn't do that was either by mistake or because he didn't think it would be quite enough to finish him and he was worried about not being able to threaten with super while D had his fully charged. I really don't think he would have had to worry, though...
