Because of the newer animated series "The Batman," which was on the same years as JL and JLU, all Batman characters except for Batman were banned from JLU. It was less strict in JL, which is why the Joker and Harley are in a few episodes. Notice Robin and other Bat-Partners aren't in there either. and the riddler isn't part of the legion of doom

@Whatisright I don't know. Warner Bros is silly that way when it comes to Batman. They were appearing in "The Batman" so they didn't want to put them in JL too. The same philosophy stopped them from making a TV show about Bruce Wayne;s early years. Since WB nixed the Batman version of that show, we got Smallville instead. And that's also why there's no Batman in Smallville. It sucks. Batman should be everyewhere
