I like dumb Cosmo better. When I was a kid I feel like flirty smooth talking cosmo would have creeped me out a little, or just not have been funny at all. So in my opinion (my childish opinion) the producers were smart about dumbing him down. Because kids like dumb things 80% of the time.

Not sure if this is him, but he changed his style or if this was another actor all together but, yeah, the dumb-down voice for Cosmo is better... and his lines became better too. Just stupid funny. I feel like fairy oddparents is one of those shows best ended. not because I don't like it! But because it doesn't have an ending, it keeps on going on with no plot just a bunch of episodes and that gets me annoyed because my all time favorite show Danny Phantom got canceled just to save fairy oddparents which actually should have had an ending LONG ago. I like his old voice, but I like how Cosmo turned out. He started out smarter, suaver and was super in love with Wanda, with a low voice. But it just wasn't that funny and the deep voice just didn't suit his little body. Now he's squeaky-voiced, dumb, awkward but endearing, and Wanda is a ball and chain.

A lot of cartoons do test characters first. Pilot episodes/the first few episodes are often SO different and weird compared to the actual show for voices and animation style or plots.
