They just multiplied, there wasn't just a swarm of zombies in the airport.

Then either the Agents or cops got to other people and you didn't see it, or the original got a few more people before that and they got freaked out when everyone started running into each other.

Either way, I don't think there was a swarm of zombies per se, I think it's just a case of them multiplying rapidly.
