Hand hold a video camera & at night zoom the lens all the way out & with it on auto focus give it a target far too small for it to focus on so that it will zoom in & out of focus and this is what you'll get!It could be anything.

It's a remote-controlled plane... lots of people have seen it in L.A.. It's built by some an MD... a friend of mine met the guy after seeing it flying around.
I also saw this by the 405 freeway
