it's the combination of reverb, ebow, and the slide. and possibly a slight delay.

what ive seen like that is called an "e-bow" and it uses magnets and electromagnetic force to vibrate the strings.

kind of like a violin bow, minus the horse hair and tree resin lol

it's called an EBow.

A vibrator would not work. The EBow senses string movement and reproduces the frequency of the string through a set of coils.
