That a good question. The S300 works very similar way as the US Patriot SAM. It uses a phased array radar antenna to track targets and the 5V55 or 48N6 missiles to engage them. The guidance is track through missile SAR. It could shoot down F-22, but this offcourse depends on things like: the number of planes in the region, the number of radars, ECM activity ect. I think it has less chance than against a conventional fighter, but it has.

1-st defence border: S-300/S-400 anti aircraft, anti tactical rockets, anti guided bomb and anti balistic target system .

2-nd defence border: systems like Tor-1M (also used to protect S-300/S-400)

And last (3-d) "last chance" border with systems like "Pantsyr" (also used to protect motor troops on marche).
