I got a phone call Like this once. But the sounds were harsher and sounded like someone running, then other sounds I can't even explain. And I just happened to smoke weed before this so I got so paranoid. It kept going until I said "Who is this?" then the footsteps slowed down and the other noises got creepier...

You have a digital phone. This has happened with our work phones before. The noise that sounds like water splashing is actually the digital signal being scrambled. I do not know why this happens, but when it happened to us, we lost all of the messages for that time period and it sounded just like this. Before they cleared our system. I slowed down the replay and you could almost make some words out.

the numbers are spamming numbers bought by unknown companies, all that can be found out about 9 digit numbers is that they are transmitted from Mexico, the 5 digit numbers are usually advertisers that send texts, not calls, so you have quite a mystery my friend

I've actually gotten voicemails like this, but from my own house. I called my cell phone from the landline to find it, and I found it and accidentally hit "ignore" on my cell instead of the hang-up button and then walked down into my basement. Six minutes later I got a "missed call" and a voicemail. I had a six-minute voicemail of EVPs and the sound of someone whispering threats and drowning. I listened to the whole thing, scared enough to start crying. I fucking deleted that shit.

That or the phone was dialing the same number over and over again. My phone did the same after it was dropped in my dog's water bowl. I remember 30 years ago when I picked up the phone to make a call and heard what sounded like an analog tape being played real fast. There was no ringing before hand, so it could have been the phone company. Maybe something simaler happened here?
