I think that they took the Zenon hair from "Sailor Moon" as the main character Usagi Tsukino has it done up like that but all the hair is in the pigtales. If you watch the live action version called "Pretty Guardian Sailor Moon" (PGSM) the actress who plays Usagi (Miyū Sawai) has them done just like the original series hairstyle.
