I certainly can't speak for everyone, but when I heard Mr. Cafferty make these remarks I understood him to be referring to China's leaders as "goons and thugs."
This makes sense since he followed this by saying they were the same as they had been for the past 60 years. If he truly disliked the Chinese people, he would have said they were the same as they've ALWAYS been, not the past 60 years.
