Dow doesn't own that plant. Union Carbide sold it after the disaster to the Indian Government and when Dow bought Union Carbide they excluded Union Carbide's Indian division. There are a lot of terrible things involved in this disaster, little of which Dow has anything to do with. Whatever you believe caused the disaster, it was certainly not Dow.
It is not just about who caused the disaster - it is about who is responsible for the clean up - in both U.S. and Indian law, encumbrances on the property go with the property - DOW owns the UCC plant in Bhopal. Incidentally, DOW voluntarily accepted responsibility for asbestos clean up in the U.S. in its facility previously owned by Carbide - so what is different - DOW had nothing to do with causing asbestos presence in the building - just owned the facility after the fact.
