It's just a fun color changing LED that could probably be used in a Christmas decoration or a novelty item. Since it changes color by itself without any external controller; all it needs a source of power and it will run by itself.
I bought this from Quickar Electronics a while back for about $3.00 I think it is made by ISP Korea.

The LED itself has three color "chips" in it plus a built in pre-programed controller that cycles through the different colors.
