They are jammers that will block any signals (cell phones, internet connection, etc) with use of some sort of EMP. Next time a motorcade passes when you are near it, check the reception on your cell phone. You'll notice it will have ZERO bars.
Laura Bush, just Laura Bush, got a 3-4 car motorcade at most. Michelle Obama when traveling alone also only has 3-4 vehicles in the motorcade. Never limos. Limos are for the President, visiting heads of state, and the VP. Everyone else is transported in a mixture of SUVs, Town Cars, and Suburbans.

If Cheney is EVER traveling in a limo with seals on the doors or with flags it is because he is traveling with a head of state or the President, which he never does for continuity issues. There does not exist a limo with a Vice Presidential seal, only the President has a seal and flags on his transport.

I think it was a US Supreme Justice or Cabinet official.........and if you notice their are not twin limo's in this motorcade......You know I seen former Attorney General Gonzolez in a motorcade of suburbans and with about 8 cars or so.......
