Actually I don't see weed taking off in Japan, since real Japanese junkies are into some very hard drugs, and recreational weed users are in the minority more so than in the U.S.

Of course which will legalize it first is anyone's guess, since Japan tend to be surprisingly tolerant on victim-less crimes.
