the 13B engine needs to be rebuilt, if it giving you back fire at low rpms it means you apex seal are bad, because is not giving it the right compression to burn the fuel evenly if it was a high rpms is kind of normal without a hi perf or good cat-converter, plus for the sound of it it sounds like it needs a rebuilt.

rotaries have a tendency to let unburnt fuel out the exhaust port and then the fuel goes through the super hot exhaust and ignites which shoots flames out the tailpipe
