Well, it depends on what your asking, if your asking how to change the backround, then you colour it, or re-colour it. Unless you're asking how to make the WHOLE picture change, than that's an effect on Windows Movie Maker.

Oh, that's an effect on Windows Movie Maker, you put a video in the time line. Then after you left click it and click Video Effects and it should be in there. I think the effect is called "Hue, Cycles Entire Colour Spectrum"
