Well, if a guy in the stall next to me is grasping the bottom of the stall divider with the palm of his hands, something must be a foot. It's not like he had dropped his car keys on the ground and bent over to collect them. If I were using a stall and saw someone's hands reaching out from beneath the stall next to me I would freak out. Likewise, the thought of doing the same would never cross my mind, especially in a public restroom of all places!
