Oh lord. I feel for you, because I have about 1/3rd of my neighbors that I hate, & there are 3 diff. households w/3 diff. sets of crazy people. You have a great attitude about it. It's hard to tell but she may have some kind of mental disorder but, then again, her behavior could be of a drug addict who is strung out and adjitated and paranoid (ie she is thinking that your noises are done on purpose, which may not be the case at all, so she is reciprocating).

The best thing to do is just move if you can. People like her are very stuck in their comfort zones so they won't leave short of them being kicked out for some reason. Gd luck!
