Basic marksmanship (in the NRA style) is more valuable to a militia than tactical drills. Making sure that every member can shoot straight is more important than attempting to force precision training on personnel not up to it.

More important than either is being able to get 100 people to show up at once, from the local area.

That "basic marksmanship" is what we call "Level 1 Qualifications". All voting members must qualify first. Tactical drills teach basics so the "non-military trained" individual does not shoot themself or anyone else by accident. Thanks for your input.
