Hmm. Maybe I'm overanalyzing it, but I can see a bit of symbolism in here. The goat on the top of the mountain with the biggest horns is clearly the king. When he falls and takes comfort in the "lesser" goats, it's sort of humanizing authority. Rulers wouldn't be rulers without their people. When they appear back on the mountain with the sun up, it shows that things can be accomplished in numbers. The civilian goats kind of got him back up to where he belongs.

At the first, the goat reached the mountaintop by himself. It is a proud, pride, achivement. Then a terrible blizzard came, he can not see his family. He decided to run from the top to find his family.

At the end, he reached the mountaintop not by himself but together with his family. Awesome story.
