The system needs to be put into bankruptcy reorganization via the U.S. Constitution, but it isn't a popular political decision to do that.

Actually, the Dollar was, is and will strengthen, not fall during a downturn, learn your history.
And the Federal Gov has ever bailed out a Bank, they have given long term loans, but that money comes back to taxpayers over time.
