That sand or water must be at an extreme tempurature for it not to be soluble.

Or the particles are too thick...er, dense...

actually, it's based on the chemical make-up, and the fact that water is a polar substance. when the 2 hydrogens are added to the oxygen, it creates a positive and negative pole, like a magnet. there has to be something within the chemical structure of the magic sand that affects how it interacts with water's polarity
