I've just built/designed a heat-driven PWM controller which can also take small Peltiers. It can handle safely up to 14A working at 12V or 7A at 24V. Driving fans on it is like a piece of cake. :) That would handle it.
Available regulations: frequency, temperature range, temperature offset and startup max-fanning delay. LOL! :P

350cfm is the same as a leafblower. Tape on a power supply, and you have a 5 and a half inch leaf blower!
