Faked - helium does note cause manic behaviour. Indeed if you continue to breathe helium for any length of time then you will fall asleep and die after a few minutes from oxygen starvation. However, in an open room it would be extreme difficult to maintain a high concentration as it's lightness means it disperses very quickly.
