This is Brett singing. I read that later in his career, by the time they made the Natural Selection album, his voice was starting to suffer, and as a result it had lost that grittiness that we all know. And you can tell on that album, his voice is not what it used to be, just like the way it sounds here.

I believe it is Brett Scallions. Just because his voice isn't straining, doesn't mean it's not Him. Vocalist can choose whether they want to strain their voice, or sing from the diaphragm. When vocalist strain their voice, they usually sing from the throat, which can ultimately after time, do damage to their vocal cords. Brett probably didn't have the energy to strain his voice in this performance.
