Good question. Since I was the pilot on this flight, the only thing I paid for was rental of the aircraft. This was a Cessna 182, which costs around $200 per hour. You can get aerial tours of Seattle thru Kenmore air.
Downtown Seattle is Class D airspace controlled by Boeing tower at Boeing Field, you need to be talking to them if you fly thru there, as I am in this video. If Boeing Field didn't exist, then the FAA has standard rules for flying over cities, mainly to keep a set distance from buildings.
I just did that with a friend and piloted th plane! it was so fun!
