@neelpatel345 Use an Asi Loader, browse for the GTA Vice City directory, open gta3.exe (I think thats what the files called,) then add, or replace the existing TXD and DFF files in the downloaded file in the gta3.exe.

@Crispkap13 are you kidding? To mod every GTA Game (before GTA IV, including vice city) you need to use an IMG editor like IMG Tool to replace dff and txd files in gta3.img file located in the models folder located in GTA Vice City Install direcory

@SHADDAM100able Sorry for late reply. You need to make sure that when you replaced/ removed and added the .DFF and .TXD files correctly. If still nothing. Do a Disk Defragmentation. If still nothing, use a back-up of VC, or re-install the game and install the mod- step by step using the Readme file, if there is one.
