Just because it was a commercial failure didn't mean it was bad. It still had some great games(and some is an understatement because the system only had 9 games).

I love Panel De Pon on the SNES, but the US version (Tetris Attack) uses Yoshi and Toshi's Island characters?....whats wrong with using the origonal fairies from the Japanese version?...was it because anime wasn't that popular here back then?...was it because most of them wore short skirts?....i wonder why....
Yoshi and what not were used for two reasons. Super Mario World 2: Yoshi's Island was released around the same time as Tetris Attack, and because the US finds icons more appealing than new characters, and Yoshi at the time was (and still is) one of the most popular Mario characters so really slapping Yoshi on the cover of the game helped it sell better in America.
It's a unlockable background setting/theme to select. But only in the Japanese version unless you use Gameshark. Nintendo of America has locked the theme out because they don't want us to have nice things :(
But on the flip side, if you're a fan of this puzzle game series and have been playing it since Tetris Attack (or Panel de Pon), or maybe even Pokemon Puzzle League, you might argue that this is the only song that fits, being a traditional happy light-hearted song as was used in the other games. "Not fitting" shouldn't be a problem if it is simply a selectable theme rather than say, a default. But we don't even get a choice ;_;
here's how stupid NOA is, they had this out for the GBA a couple years ago and this had the song when Panel de Pon (or Puzzle League) came out to the states.
Nintendo of America stupidity was also shown back when they cancelled Nintendo Puzzle Collection's release and then two years later they released two out of three of its downloadable games on the GBA, instead of releasing the entire the Gamecube game. Nintendo of America purposely lost money.
As unlikely as it will ever be, I wish that Nintendo Puzzle Collection will be one of those "remade for Wii" games (like Pikmin), and then finally be released here ...

Instead of having Gamecube games that just about everyone with a gamecube owns Nintendo should release Gamecube games that had there release cancelled like Nintendo Puzzle Collection, GiFTPiA, and Kuru Kurin Squash, in order to reintroduce these series. In fact, Nintendo could easily revive the Panel de Pon series on the Wii (Captain Rainbow could help), but it all depends on them.
But this isn't the whole flowery story that would scare potential buyers away, it was just a single unlockable background display and music (music which has already made it into other localized games such as Tetris Attack). You don't even have use it, it is just "selectable". What possible benefit could come from removing it??? Sigh, NoA ...
I wonder why it was locked out. Lip's Stage was just one stage out of the entire game. I miss the original Panel de Pon design rather than the soulless, character deprived, storyless, Panel de Pon Ds/ Planet Puzzle League design. I hope the original Panel de Pon gets a true sequel. Lip was in Captain Rainbow, maybe this means we will see a Panel de Pon on the Wii? Don't You hope so?
