It was highlighted in a DoD audit over a year and a half before and was discussed in the media on TV and newspapers and was spoken about in interviews by Donald Rumsfeld. He went to court over it and the court decided in his favour. It was highlighted in a DoD audit over a year and a half before and was discussed in the media on TV and newspapers and was spoken about in interviews by Donald Rumsfeld. It also came up in the Senate hearings to approve his appointment as Secretary for Defense. It was not a problem of 'missing money' but of outdated computer accounting systems that didn't allow for proper reconcilliation of spending.

@fuwmg He took out a normal all-risk commercial insurance policy that covered terrorism as an unnamed risk. If you thought you were entitled to claim more on an insurance policy would you do it? He went to court over it and the court decided in his favour. If you insured your car today and had an accident in two months time would you claim on the insurance or would you say 'that's too much of a coincidence' and hand yourself in for insurance fraud?.
