The scene is from the Hellsing T.V. Series and (I think) its supposed to confirm to the viewer Alucard's identity as Dracula which for some reason unlike the Manga and Hellsing Ultimate was never expressly stated in the series.

The image on the left is modeled after Vlad Tepes Dracula who was the historical Dracula.

Just Google Vlad Tepes and you'll find the picture of him then it'll all make sense.
