by garbage, he's refering to the people he imprisoned down there. they are criminals against vampires to him, making them garbage. when he refers to "taking them", he's going to take one upstairs and question them, and most likely kill them. (there were a lot of other humans in the basement in the beginning of the episode, they never showed what happened to them, but they were most likely killed by eric or his pals and now just these 2 in the video are left)
