Buy a cheap camera from Ebay. Kodak K-100 or Bolex may be good options. Film is expensive but cameras are cheap. You pay only for filming, not for the time the camera is sitting on a shelf doing nothing. With video it is the other way round.
There are many companies selling short ends and recans. Those are leftover stock from film productions and are way cheaper than new stock.
You may want to try super-8. It is less expensive, not as sharp as the 16 but colors are superb.
How many seconds of filming do you get out of a 400ft reel at 500fps?
