Ah! An off-handed remark in the intro solved the mystery of this clip's origin! It's "Malibu U." a 1967 summer replacement series on ABC. Ricky Nelson is seen at the intro as the "Dean" of Malibu U., and the theme was composed by the Addrisi Brothers. This episode aired July 28, 1967, and also featured to song stylings of Mrs Miller! A bad music perfecta! And one of those dancers may have been Erin Grey, later of "Buck Rogers!"

This was clearly filmed off a TV-set with a CCD based video camera. CCDs were invented in the mid 1970s and only became availiable to the general public in the mid 1980s. And then everybody who had a video camera also had a VCR or at least a VTR. This is clearly a fake. Someone played it off tape on his TV and filmed it off again.
