The Executive branch has some control over monetary policy through the Treasury Dept and through appointment of the Fed Chairman.

President Bush appointed Treasury Secretary Paulson and Fed Chairman Bernake. Therefore, the economic fallout falls squarely on Bush's slopped shoulders.
