Ah, if only they'd thought to turn the lights down in the TARDIS console room during the actual series. Makes it look much moodier, and ramps up the production values no end.

any reference to this commercial.

late 80s to early 90s.

Yes, Would be somewhere around 1997. The commecials were heavily graded and look very different to what was originally shot. They ended up much more shadowy, darker and washed out.
