NO automatic firing weapon can not be made into a sniper rifle like that. In fact,you cannot even change a gun into a sniper rifle. It has to be built. You could make it a DMR or SPR,though.

it still does not provide the accuracy needed for a sniper rifle. Sniper doesn't mean throw a scope onto any regular battle rifle, it means tight groupings at long ranges. You don't get that with an Army issue M16A2. Maybe a M16 with a heavy 24" barrel, bipod, scope, precision parts and match grade ammunition.
