It looks a lot like the Icarus - a hang glider design from 30 years ago, but with a similar rigid wing (though with a bit if dihedral), and wing-tip rudders, used to stear by putting more drag on one side.

With zero dihedral, this looks like an unstable wing. I guess it's not for beginners!
