"Windrush" was the name of both a ship ("Empire Windrush") & a gov't project in Great Britain, to bring Jamaican (& other West Indian) workers to the UK after the devastation of WWII, to help rebuild the country. It was the 1st wave of major Black immigration to England.
This might be the Windrush Gala, a celebration in 1998 of the 50th anniversary of the landing of the Empire Windrush w/ about 450-500 new arrivals.
