No, actually singing is a technical skill, some people can, and some people can't. The voice is an instrument, like any other. Then there is Dylan who can't sing but is still an amazing poet and musician and does it anyways.

Oh and Hendrix and Joplin both could actually sing, Hendrix quiet beautifully. Janis had a unique voice but she could really belt it out.

Dylan has delivery.... a nice voice while singing is only one part of being able to "sing". Delivery and timing is another part of it. Not having a pretty voice doesn't always mean one can't sing.

Now Bob barks, but he never lost his delivery or his timing.
