i think bungie made a mistake close to the unnamed skull you can find the thunderstorm skull.maybe they have put 2 skulls exept 1

@ArbyTheElite You need to play the armory on legendary. when johnson comes out of the elevator and goes back, dont enter it. wait until johnson says "Would you come if i said please?" and then go.

not enemies ai in general making ur allies smarter too ie wont throw a gernade if a marine will be were it lands

I get it you have to wait a few minutes until Johnson says Would it help if I said please then go to the elevator and go look and the Inner Station leaning on the glass in the tram then there will be some crates with the Unnamed skull on 1 of the crates

(Btw i find all kindsa hidden stuff on my own because i explore areas where i waste everything over and over before leaving) I found that skull because ive known johnson to say funny shit in halo 1 so i sat and waited to see what he says. he didnt say anything 2 mins after "Would it help if i said please?" so i went into the elevator and saw that skull and was like Oooo! didnt see that before wut is it?
