Captain256, actually, almost all of those lights are aftermarket that the officer put in thd car themself. Either at their expense or they already had the lights. Most agencies only put the lightbar on top of the car and maybe one set on the dashboard. I have bought two and put one on my dashboard and one on my rear deck.
