I think it is acceptable for people to have it in the wallet or pocket but should produce it when asked anything about their license.

You should have taken their faces and number plate on camera then you can really teach these people the what they should be doing.

Although the operators are only required to hold an SIA CCTV licence if they are viewing the CCTV footage, if as you have pointed out they do hold SIA licences, then they should carry them on their person and they should also be displayed.
