I recently read the memoirs of Ruud Gullitt and he describes this very drill in making him the player he became. "Suddenly, my coach did something revolutionary - I got to run around after my team mates and had to "tag" them". "Why hadn't any of my previous coaches taught me this technique, I was now filled with the confidence needed for my AC Milan tryout". "And I was only 18!"
This is a fun warm up. Good if you have players for a soccer camp or other situation where there are many sessions like a school PE class or team that trains year round and needs variety.
I think the problem with American soccer is that, while running and stuff is important, ball time is constrained, and so it doesn't feel natural just to be running with the ball and when they come to a defender its just like "Oh shizz...what do I do?".

Italy missed a Euro to in 1992, even the big teams have missed the big tournaments, I think Holland also missed one of the big tournaments once and of course, France has too. Out of all those countries in Europe, maybe only one team has gone to every Euro Cup and every World Cup, Germany (West Germany). I don't know if Germany made all the world cups in the 1930s: but I'll bet they've made everyone since. England has had coaching problems but many teams have had the same kinds of problems.
