it's usually fairly simple to create a matrix so you can control each separate LED, although it requires a fast frequency pulse to give the illusion that all the LEDS are on at the same time (they aren't, they are flickering really fast)

1. You can't program a strobe light to pulse within miliseconds.

2. The LED's take up a fraction of a percentage of the amps used for the strobe.

3. You can use any color of LED you like. Red, Blue, White, whatever. Even mix and match into a pattern.
