No, if you can find a video that replays it in super slow motion then you will see that Phelps did win. I thought they were saying it wrong too when I first saw the replays but once they replayed it in super slow motion last night you could see Phelps won. He took half a stroke at the end while Cavic's last stroke was a little bit too long. And the pad did show instantly but the people that were on Cavic's side protested and demanded they review it.
