Yes, he is. You can see that because of his uniform, the´re white (Warm seasons) but on the Titanic he had a black uniform (cold seasons).

the officers of Titanic has two uniforms, Navy blue with gold trim, and white with gold trim. For the Titanics maiden voyage, Navy blue was the color. The name of the jacket they wear is called a Great coat, which extends to just above the knee. The number of stripes on the cuff, hat, and shoulder indicates the officers rank on the ship, with captain being the highest. Useless information, but i think its interesting.
