Over here, the distinction is not so clear, it is marketed AS Hip Hop, their artists are CALLED rappers, when media articles have an article to do with negativity in Hip Hop, it is ALWAYS a GRIME or GARAGE artist/music they show, they never show Hip Hop, it's like people confuse mainstream Rap with Hip Hop. The establishment pulled a fast one over here too.

Grime beats run in a 2 x 2 or 4 x 4 time, and are usually upwards of 120 to about 140 beasts per min. Perfectly within the parameters Hip Hop emcees have been using (known as "double time") for decades. Maybe the reason why you say that is probably to do with the fact that Grime emcees (with the exception of a VERY SMALL Minority like Kano) CAN'T.

    This isn't Rap either.

In 2011 these are all seperate music genres themseves, but it wasn't always so, once upon a time many ppl, including within Hip Hop referred to the 2 interchangeably, hence the confusion. When Hip Hop bcame more exposed, genres developed they evolve into different styles of music. What u call Rap is just the music.  What is Hip Hop contains elements of the culture.

Whether you are a rapper or MC has nothing to do whether u freestyle or not. Both can do EITHER & still be EITHER.

TEMPO, is the SPEED/PACE a track runs at, in ALL MUSIC, is COUNTED in 2x2 time, or 4x4 time (faster) & in BPMs (Beats per Minute). The more counts per min, the FASTER, but different genres have different speeds obviously. This is what MCs use to dictate the way the spit with the syllables in words they use to do it consciously/unconsciously.
