The legislation that establishes the ONDCP and describes the director's role actually lists opposing legalization of any drugs as one of his responsibilities. Technically, Mr. Kerlikowske is required by law to oppose legalization.

I recal an article about testing in a nationally recognized laboratory funded by the DEA. Their intent was to prove that marijuana causes lung cancer. Well when they released the results (on like page 5 in the newspaper) it turned out that it prevented cancer even in folks who were light cigarette smokers. I know THC is also an expectorant and thus help clear lungs. Big business from oil to pharmacuticals fight the legalization for obvious reasons... money !

@DaeOh It's outdated at 60% in 1997. But the person said 70% which is in today's terms. What Kerlikowske did was change the scope of the question, then responded to that new question.

In 1997, the crack/cocaine epidemic was still in effect in a major way although tapered off from the 80s when it was in full swing. So it makes sense that the percent of income went UP today from 1997.

one reason it won't become legal is that as a black market item, it's illegality acts as a price support, which grows the "true" economy: ie ALL economic activity, licit and illict. So another reason the gov't benefits fro making a highly desirable item illegal.

The reason Gil Kerlikowske denies that legalization is a viable option is because marijuana comprises nearly 70% of their busts and prosecutions. This would translate to a 70% decline in their business - meaning many of his staff would be out of a job. It's pretty simple. This is actually interesting what the real number is and I think that Gil Kerlikowske was able to create an impression that he knows his stuff, but I don't think that there is any way for anyone to really be able to verify what the true numbers are.
